## DECISION RATIONALE

**Why move 38-50 off the active roadmap**:
- These are internal guardrails, polish, and UI features
- System doesn't need conflict resolution if it's deterministic (CLASSIFIER is)
- System doesn't need guardrails if foundational specifications are clear (they now are)
- User's explicit feedback: "The plumbing is good. Build the customer-facing machine."

**Why prioritize 62-69**:
- User's explicit vision: "Research finds buyers → Letter writes → Lob mails → Salesfinity calls → Prospect picks up → Deal closes"
- These are the 9 items that turn the machine ON
- 4-5 builds away from production (items 62, 63, 64 are the inflection point)
- Items 62-64 complete = first real letter can flow end-to-end
